Section 1 - Requirements
1.1 - Must be active and competitive. - All users that are not will be replaced
1.2 - Must have some knowledge of the game and players.
1.3 - Must be able to check your email and this site regularly. - Again, all users that do not will be replaced
Section 2 - League Settings
2.1 - Yahoo! Hockey

2.5 - All team names must be NHL team names, BUT do not need to be the names that you start with. Team names are first come first serve.
Section 3 - Roster Positions
3.1 - 3C, 3LW, 3RW, 3Util, 6D, 2G, 10B, 5IR
3.2 - Each team will have a 30 man roster on Yahoo (excluding minors)
3.3 - Each team will have a 5 man Injured Reserve (IR)
3.4 - Each team will have a Mandatory minor league roster, that can have up to 20 players on it.

Section 5 - Rosters
5.1 - Starting Rosters:
5.1a - Once the league is full, we will each pick a team who's roster we will start with. The order will be randomly chosen from an online generator.
5.1b - There will be 4 teams excluded from the list of teams to choose from (Pittsburgh, Washington, Vancouver, and San Jose).
5.1c - You will have 20 minutes to make your pick, if you do not pick before the 20 minutes is up, I will pick a team for you, and it will not be a great one. So be on here June 25th at noon!
5.1d - Once you choose a team, you will be entitled to all the players on that roster on the date that your team is chosen. If your NHL team trades a player after you have already chosen your roster, you will still have the rights to that player. If your NHL team signs a free agent after you have already chosen your roster, you will not have the rights to that player.
5.1e - Once everyone has chosen a team, there will be a draft for the players on the remaining teams. The order of this draft will be the opposite order of the draft for choosing teams. It will be a snake-style draft, 20 rounds.
5.1f - This draft will be used to add other options to your 30-man roster, as well as your 20 man minor league roster.
5.2 - 30-man pro roster and 20-man minor league roster (see Rosters) will be that team's current roster.
5.3 - After starting roster is chosen, you are free to trade/release any one on your roster.
5.4 - Your roster must be trimmed to 50 players (30-man Pro roster, 20-man minor league roster), and in compliance with the salary cap, by 12 AM September 2, 2011.
Section 6 - Future Drafts
6.1 - Before each season, we will hold an Mandatory 5 round minor league draft.
6.1a - The order will be the same for every round.
6.1b - If you have the first pick in the first round, you will have the first pick in the second, third, fourth, and fifth round, Just like in the NHL.
6.2 - You can participate in this draft even if your minor league roster is full. It must be trimmed to 20 players 5 days before the start of the season.
6.3 - This draft is for Free Agents, and 2011 Entry Draft eligible players not owned by a team.
6.4 - You only have to take part in this draft IF you have ownership of Draft picks.
Section 7 - Contract Information
7.1 - You will assign each player on your entire team a number of years they will be with your team.
7.2 - You can not assign a player to more then a 7 year contract.
7.3 - A player who has not played 82 NHL Regular season games cannot be signed to a contract longer than 3 years.
7.4 - A goaltender who has not started 52 NHL Regular season games cannot be signed to a contract longer than 3 years.
7.5 - Here are the max number of each contract you can hand out:
7 year contracts----max 1 (no minors)
6 year contracts----max 3 (no minors)
5 year contracts----max 5 (no minors)
4 year contracts----max 5 (no minors)
3 year contracts----max 6
1 & 2 year contracts----unlimited
7.5b - You do not have to use the maximum number of each contract.
7.6 - Trades you make will not count against this.(If you have assigned 1-7 year deal, you can still trade for a player under contract for 7 years.
7.6b - When Signing free agents during the season a max of a 1 year contract is allowed.
Section 8 - Salary Cap
8.1 - Your DHL Salary Cap will be $335.
8.2 - Your 30 man roster will count against the cap
8.3 - Your 5 IR spots will NOT count against your cap while the player is inactive. You may leave a player on the IR for as long as you want, but once he is activated by Yahoo (the IR symbol next to the player's name is removed), his salary will count against your cap again, and must be removed from your IR. (if not a $10 fine will be added to your cap EVERY 24hrs until you remove that player from IR!)
8.4 - Your minor league roster has a separate cap of $60.
8.5 - Once you call a player up, his salary will count against your cap.
8.6 - This makes the contracts given very important.
Section 9 - O-Rank/Salary System
9.1 - In order to determine the salary of each player, you will look at their Yahoo O-Rank. Here's how it is broken down...

Section 10 - Minor League Team
10.1 - Each team has an Mandatory 20 man minor league roster.
10.2 - The maximum amount of years you can sign a minor league player to, is 3.
10.3 - There is no maximum salary you can give to a minor player, unless O-rank says different.
10.4 - There is a cap hit for releasing a minor league player with a salary higher than $5, this way if large minor contracts are handed out pointlessly, there will be a fee to pay for trying to dump the contract, this fee is added to the Pro roster cap.
10.5 - Once you call a player up from the minors, his salary will count against your cap, regardless of the length of the player's contract.
10.6 - Once a minor league player's contract expires, if he is still elidglible for the minors (played less than 82 regular season games), resigning him will not count against the number of free agents you are allowed to resign in the offseason (see Free Agents).
10.7 - ALL players are eligible for your minor league roster until they reach the following career levels:
10.7a - Skaters are eligible for your minor league team until they reach 82 Games Played
10.7b - Goalies are eligible for your minor league team until they reach 52 Games Started.
10.8 - Once a player is no longer eligible, you have 48 hours to add him to your roster or drop him outright. If you do not, you will incur a $10 penalty. Dropping him outright will still have a releasing fee. (see releasing players)
Section 11 - Waivers
11.1 - You can place a player on waivers at any time.
11.2 - You still own that player, and you still pay his salary.
11.3 - Once you place a player on waivers, he must stay there FOR 36 hours.
11.4 - Any other team can claim that player.
11.5 - If more then one team claims that player, the team with the worst record at that time will get that player.
11.6 - The team claiming the player takes over his full contract.
11.7 - If no one claims that player, you can keep him or drop him outright (with a cap penalty - see Releasing Players).
11.8 - If you claim a player off of waivers, you will have 24 hours (starting from the end of the 36 hour waiting period) to add him to your roster. If you do not, you will face a $10 fine and the player will be released into free agency.
Section 12 - Releasing Players
12.1 - You can release a player at any time.
12.2 - When you release a player, you are responsible for one-half of his remaining contract.
12.2a - Example, if you release Taylor Hall signed at $10 @ 7 years, you would owe $35, which is half of $10 x 7 = $70.
12.3 - This figure will be rounded up to the nearest dollar.
12.4 - This will count against your salary cap for the current season.
12.5 - If you are releasing a player who has a 1 year contract for $1, it won't cost you anything.
12.5a - Example 1: $5 player would be $2.50 and you would pay $3
12.6 - You will still be responsible for a player's contract and salary if:
12.6a - If a player on your roster leaves to play in another league/country
12.6b - If a player is released from an organization or is demoted to the minors
12.7 - You will be free of a player's contract and salary when:
12.7a - You release him with the corresponding fines.
12.7b - That player retires
12.8 - There is no compensation for a player leaving your team. Pick and choose your team and players carefully.
12.9 - Order of Operations:
12.9a - First, post under the Releasing Players board the player you wish to release.
12.9b - Second, release player on Yahoo! immediately afterwards.
12.9c - Third, make corresponding changes (salary cap, adding players, etc.) to your roster immediately.
12.10 - If you decide to post a release on this board and do not release the player from Yahoo! immediately after, the Commissioner will remove that player from your Yahoo! roster and you will have to pay his full contract as a release fee, instead of one-half of his contract.

13.1 - During the season, there is no limit to how many free agents you can add.
13.2 - You must place a bid on the player you want to add in this forum in the Free Agents board.
13.3 - All other teams are free to place a bid on this player.
13.4 - The minimum bid is based on his Yahoo O-Rank at the time.
13.4a - Example: Alex Ovechkin - WAS LW - O-Rank: 1 - Bid: 1 year @ $35
13.5 - In order to win the bid, your bid must remain the highest for 12 hours. The highest bid will be based on the TOTAL VALUE of the contract.
13.5a - Once a bid is placed, you cannot retract or modify the bid, you made it, so you have to stick by it.
13.5c - Modifications or deletion of bids will result in an instant $15 fine.
13.6 - When placing a bid on a free agent, you must outbid the previous total value of the last bid.
13.6a - Example: Player 1 bids - 1 year at $5 per year ($5 total value). Player 2 cannot bid 1 year at $5 per year ($5 total value). Player 2 must bid either 1 year at $6 or higher.
13.7 - When placing a bid on a free agent, the opening bid must be in compliance with the O-Rank/Salary regulations. This means if a free agent's O-Rank is 150, he must receive a salary of at least $10 per year.
13.7a - Example: Rich Peverley - O-Rank = 150; Bid = x year(s) for $10 per year. It cannot be 2 years at $5 or 5 years at $2 ($10 total value).
13.8 - If you do not add the player within 24 hours after winning the bid, you will be fined $15 and the player will become a free agent again.
13.9 - In order to place a bid on a free agent, you must:
13.9a - Have an open roster spot, or
13.9b - State a player you will release or send down in order to make a roster spot.
13.9 c- Example: Alex Ovechkin - WAS LW - O-Rank: 1 - Bid: 1 year @ $35 - will release Sidney Crosby
13.10 - During the regular season any FA added can only be signed to a 1 year contract, when in the offseason you may hand out contracts that are more than one year in length.
Section 14 - Free Agents
14.1 - You can resign up to 10 of your own free agents after the season. Minor league-elidgible free agents will not count against this limit.
14.2 - They will be re-signed based on the following season's O-Rank.
14.3 - After all teams have re-signed their free agents, there will be an open free agent signing period, where all unsigned free agents owned my teams, and also current free agents can be bid on. (Normal bidding procedures apply.)
14.4 - During the season, you can bid on as many Free Agents as you want, but cannot exceed the 30 player limit.
14.4b - A max of a 1 year contract can be given to FA's minor or pro during the regular season.
14.5 - During the offseason, you can bid on as many Free Agents as you want, but cannot exceed a limit of 30 players on your roster at one time.
14.5a - A max of a 7 year contract can be handed out to pro FA during the offseason.
14.5b - Minor FA's can be signed to a max of a 3 year contract.
14.6 - The opening bid will be based on the O-Rank at the time.
14.6a - If the player does not have an O-Rank, he may still be bid on as long as he is proven property of an NHL team.
14.6b - Players without an O-Rank will be given a salary of $1.
14.7 - You can bid as high as you want within your salary cap.
14.7a - The salary cap in the offseason will increase to $350, and go back down to $335 5 days before the season starts.
14.8 - During the playoffs, teams that are still competing will be allowed to add players if a player on their team is injured and they do not have any one on their minor league roster that they can call up.
14.9 - Teams must still follow the Free Agent rules.
14.9a - The only stipulation is that it MUST be released back into the free agency pool after the season (the team will not have restricted negotiating rights with that player).
14.9b - The team signing the free agent must also be in compliance with the salary cap rules as well.
Section 15 - How To: Bidding On Free Agents
15.1 - If you are going to bid on a Free Agent you must have room on your roster or state who you will be releasing if you win the bid.
15.2 - You can only make a total of 5 adds a week, so dont bid on too many players where if you win all of them you cant add them all.
15.3 - Whatever bid you win, you are now responsible for their contract, regardless of if you add them or not (see Free Agents).
15.4 - If you do not add him in 24 hours of winning the bid, you get fined $15 and he becomes a Free Agent again.
15.5 - Do not bid too much. You may have a lot of money now and decide to spend a lot on a guy who has potential, but down the long run he might not of panned out the way expected and you are stuck with a huge contract. Then you might want to release hem and have a big release fee to pay.
15.6 - Your bid must stay as the highest bid for 12 hours to become the owner of that FA.
15.6b - At the end of every bid after you have won after 12 hours, state "The (Your Team Name) have signed (The player) at $? for ? years), and the reason for signing. Then immediatley add him on Yahoo and place under your 30 man roster the players name, team, salary, contract, and position.
15.7 - Make sure every bid starts at their O-Rank not actual rank as of right now in the season. The bid could start at more than the O-Rank but it has to be a minimum of their O-Rank.
15.8 - Title every topic the players first and last name.
15.9 - Under the message box put the players position, team, O-rank, how many years and your starting bid. If you are do not have room on your roster, then state who you will release as well.
15.10 - Try not to win a bid and just forget to add player or forget about the bid, because you will be fined.
Section 16 - Trading Players
16.1 - Offer, counter, and negotiate via Personal Messages (PM's), chat, email, Yahoo! messenger, AIM, etc...
16.2 - Once a trade is agreed upon by both GM's, post it under the Trades board on this forum.
16.2a - Title the thread both team names, separated by a "-"
Example Title: New York Rangers - New Jersey Devils
16.2b - In the message box, please post which players your team is giving, not receiving, as well as the players' contract information.
Example:
Rangers Trade:
Henrik Lundqvist - 3 yrs/$20
Devils Trade:
Martin Brodeur - 2 yrs/$25
2010 NJ 1st Round Pick - 10th Overall (this is how every draft pick that is traded should be posted, unless the overall number is not yet known, then just post the year, round, and which team's pick it is)
16.2c - Once one GM posts the deal, the other will then post a comment saying that he accepts the deal. The deal will not be processed until the second GM accepts it.
16.3 - If there is a legitimate problem with the trade, it is unfair/lopsided, the League Office will vote to decide whether the deal is fair or not.
16.3a - There will be Three (3) League Officers, majority rules. If one of the three League Officers is involved with the trade, another GM, chosen by the other members of the League Office, will take his vote.
16.3b - If the trade is voted fair by the League Office, it will automatically be processed.
16.3c - If the trade is voted unfair by the League Office, the commissioner will created a thread under the Trades board, and the entire league, not including the two GM's involved in the trade, will vote on it. Majority Rules.
16.3d - In the event of a tie (14 GM's voting, vote is 7 to 7), the trade will be processed.
16.3e - If the trade is voted unfair by the entire league, both GM's involved in the trade can feel free to re-work the trade or just stop negotiations.
16.4 - Trade Deadline: February 28th @ 12 - Noon.

14.4 - During the season, you can bid on as many Free Agents as you want, but cannot exceed the 30 player limit.
14.4b - A max of a 1 year contract can be given to FA's minor or pro during the regular season.
14.5 - During the offseason, you can bid on as many Free Agents as you want, but cannot exceed a limit of 30 players on your roster at one time.
14.5a - A max of a 7 year contract can be handed out to pro FA during the offseason.
14.5b - Minor FA's can be signed to a max of a 3 year contract.
14.6 - The opening bid will be based on the O-Rank at the time.
14.6a - If the player does not have an O-Rank, he may still be bid on as long as he is proven property of an NHL team.
14.6b - Players without an O-Rank will be given a salary of $1.
14.7 - You can bid as high as you want within your salary cap.
14.7a - The salary cap in the offseason will increase to $350, and go back down to $335 5 days before the season starts.
14.8 - During the playoffs, teams that are still competing will be allowed to add players if a player on their team is injured and they do not have any one on their minor league roster that they can call up.
14.9 - Teams must still follow the Free Agent rules.
14.9a - The only stipulation is that it MUST be released back into the free agency pool after the season (the team will not have restricted negotiating rights with that player).
14.9b - The team signing the free agent must also be in compliance with the salary cap rules as well.
Section 15 - How To: Bidding On Free Agents
15.1 - If you are going to bid on a Free Agent you must have room on your roster or state who you will be releasing if you win the bid.
15.2 - You can only make a total of 5 adds a week, so dont bid on too many players where if you win all of them you cant add them all.
15.3 - Whatever bid you win, you are now responsible for their contract, regardless of if you add them or not (see Free Agents).
15.4 - If you do not add him in 24 hours of winning the bid, you get fined $15 and he becomes a Free Agent again.
15.5 - Do not bid too much. You may have a lot of money now and decide to spend a lot on a guy who has potential, but down the long run he might not of panned out the way expected and you are stuck with a huge contract. Then you might want to release hem and have a big release fee to pay.
15.6 - Your bid must stay as the highest bid for 12 hours to become the owner of that FA.
15.6b - At the end of every bid after you have won after 12 hours, state "The (Your Team Name) have signed (The player) at $? for ? years), and the reason for signing. Then immediatley add him on Yahoo and place under your 30 man roster the players name, team, salary, contract, and position.
15.7 - Make sure every bid starts at their O-Rank not actual rank as of right now in the season. The bid could start at more than the O-Rank but it has to be a minimum of their O-Rank.
15.8 - Title every topic the players first and last name.
15.9 - Under the message box put the players position, team, O-rank, how many years and your starting bid. If you are do not have room on your roster, then state who you will release as well.
15.10 - Try not to win a bid and just forget to add player or forget about the bid, because you will be fined.
Section 16 - Trading Players
16.1 - Offer, counter, and negotiate via Personal Messages (PM's), chat, email, Yahoo! messenger, AIM, etc...
16.2 - Once a trade is agreed upon by both GM's, post it under the Trades board on this forum.
16.2a - Title the thread both team names, separated by a "-"
Example Title: New York Rangers - New Jersey Devils
16.2b - In the message box, please post which players your team is giving, not receiving, as well as the players' contract information.
Example:
Rangers Trade:
Henrik Lundqvist - 3 yrs/$20
Devils Trade:
Martin Brodeur - 2 yrs/$25
2010 NJ 1st Round Pick - 10th Overall (this is how every draft pick that is traded should be posted, unless the overall number is not yet known, then just post the year, round, and which team's pick it is)
16.2c - Once one GM posts the deal, the other will then post a comment saying that he accepts the deal. The deal will not be processed until the second GM accepts it.
16.3 - If there is a legitimate problem with the trade, it is unfair/lopsided, the League Office will vote to decide whether the deal is fair or not.
16.3a - There will be Three (3) League Officers, majority rules. If one of the three League Officers is involved with the trade, another GM, chosen by the other members of the League Office, will take his vote.
16.3b - If the trade is voted fair by the League Office, it will automatically be processed.
16.3c - If the trade is voted unfair by the League Office, the commissioner will created a thread under the Trades board, and the entire league, not including the two GM's involved in the trade, will vote on it. Majority Rules.
16.3d - In the event of a tie (14 GM's voting, vote is 7 to 7), the trade will be processed.
16.3e - If the trade is voted unfair by the entire league, both GM's involved in the trade can feel free to re-work the trade or just stop negotiations.
16.4 - Trade Deadline: February 28th @ 12 - Noon.
